Caius is the most hostile of the three Volturi leaders. He has no special abilities and this frustrates him and makes him want to "stick by the rules" when it comes to Bella. Aros can see great potential within her and that just makes him jealous. She is a human and knows their secret, her life should be forfeited if the decision was up to him, which thankfully it is not.

Caius travels with the rest of the Volturi when they go to face the Cullens over talk of a vampire baby. They have really come to take those they see as valuable contributions to their coven, like Edward, Alice and Bella once she is changed, but when they get there, they find more than they bargained for.
